Abstract

Determining the best honorary employees is one of the important efforts in improving the quality of employee performance and motivation at the Tanjungbalai Mayor's Office. This study aims to analyze the application of the Multi Attribute Utility Theory (MAUT) method as a decision-making tool in the selection mode of the best honorary employees. MAUT was chosen because it is able to integrate various quantitative and qualitative assessment criteria into one measurable decision model. The research methodology involves identifying and determining the weight of the criteria based on input from stakeholders, such as Attendance, Loyalty, Appearance, Responsibility, and Concern. Honorary employee data was analyzed using the MAUT method to produce a ranking based on the calculated utility value. The results of the study indicate that the MAUT approach can provide objective and transparent recommendations in determining the best honorary employees. With these results, it is hoped that the Tanjungbalai Mayor's Office can adopt the MAUT method as an effective framework in making similar decisions in the future. In addition, this study also contributes to the development of a more systematic and standardized performance appraisal system.
